Im totally new here. I cannot seem to send a PM to another member. What am I doing wrong?

Hi! The admin has set a restriction that requires new users to make a certain amount of posts before contacting a member. Don't remember how many but it's not a lot.

Maybe even two, I don't remember. I think you can reply if something is sent to you always.
