locked - IP rights violations

I've participated on a few boards over the years.
I understand that boards are privately owned and operated.
I've seen users banned when they've been rude and disruptive.
I've even seen posts removed when they involved advertisers.
But I haven't seen a topic locked due to alleged IP violations.
To be clear, it certainly looks like this particular creator is sorta clueless and may not have the rights he needs, at least in the USA (where KS is located).

But what purpose does locking the topic serve?
If we don't talk about it it's not really happening?
