So I was poking around the USPS we site:
http://pe.usps.com/text/imm/immctry.htm Most countries prohibit radioactive material. Which makes sense, but I find it interesting some counties list "Playing Cards" as a prohibited item. I was wondering if anybody has experienced problems shipping playing cards to these countries: Brazil, Czech Republic, Denmark, Germany, Greece, Italy, Madagascar, San Marino, Slovak Republic, Spain, Sudan,Thailand, Tunisia.
I took screenshots of the countries in question for your viewing pleasure. It's neat to see some of the wacky things that are prohibited.

So I was pugging in different scenarios for First-Class Package International Service and came up with this. For the zones 3-9 I used multiple countries to double check.
http://pe.usps.com/text/imm/immpg.htm
I used 40oz.
http://postcalc.usps.com
Zone 1 Canada = $18.95
Zone 2 Mexico = $24.35
Zone 3 = $27.85
Zone 4 = $27.85
Zone 5 = $27.85
Zone 6 = $27.95
Zone 7 = $27.95
Zone 8 = $27.95
Zone 9 = $27.95
I thought there would be a slight difference in the different zones, but it does not appear to work that way. It seems you should use Zone 6 as your baseline and have separate shipping lists for Canada and Mexico to be far with International shipping.
Seems like there are 2 magic numbers 13oz and 4 pounds
1) Padded envelops for domestic shipping must be less than 13oz = $3.77 at 14oz at jumps to $5.60.
2) First-Class Package International packages must be less than 4 pounds or 64oz. 64oz shipped to Australia = $38.95 at 65oz you have to use a Priority International Medium Flat box at $59.95
Looks like I need to build a calculator like Jackson did. I would hate for an international backer add a card coin for $10 and go over 4 pounds and it ended up costing me $20 bucks in shipping...

I've always split my shipping into into US, canada, everywhere else. Minor, occasional differences between zones all wash out after you ship for a while.
