I don't even think I would have been able to get launch approval from KS without having my reward tiers in place. That is pretty bizarre lol. This isn't not the creator's first campaign....

This deck was one of the earliest campaigns I backed. I think this campaign is bogus. I have the dark deck on my trade list (see Portfolio 52 link in signature).
Oleg Shapkin did a follow up Egypt-themed deck as well.

Tiers have been fixed but the English on this is terribad.
They say “use of foil” but that just seems to be referring to the foiling/tuck. I see no signs of it on the cards.

He does have a unique style. I have only the Sunny Egyptium deck. I would like to see him produce new designs.
On second viewing, the new Kickstarter may be legit, just incompetently put together. It was definitely not ready for prime time when it launched.

This campaign confused me too. The artwork is the same as the Heroes of the Nations project from 2017. The standard decks seem exactly the same as before too, but they've added two "luxury" versions with foiled edges. Even the stretch goals are cut-and-pasted from the old project and refer to the old project's funding levels.
It's also posted by a different person than before so I also thought this was bogus. As Felicity said it might be legit, but it's not well presented.
