It wouldn't surprise me if a shipment to Gambler's Warehouse was labelled as a commercial shipment and given priority at customs. It's good that you think of your customers first, but I personally don't necessarily think it's a big problem on the whole. It does suck that with international shipping you end up with a handful of outliers who experience long delays that others don't, but what can be done? You could hold back commercial orders as you say, but for how long? Sooner or later those commercial customers would ask where their shipment is even though a few backers are still waiting, and it's not wrong of them to want to stock their stores with popular new cards.
I think it's obvious that your attention to customer service will more than make up for minor inconveniences, backers tend to be understanding about things outside your control. I look forward to backing the next two decks you put out.
