It's the kind of design you could see being popular some time in the distant past and hence be desirable today due to rareness - but as for a new deck... it will more than likely to be forgotten before this thread hits a second page.

This whole thing needs tidying up and some aspects need to be seriously re-thought. It's not very pretty, has a bad optical illusion even if it was perfect. Can see it's designed by a youngster right off, didn't think this one through all the way and it's missing any kind of polish. This one's not for me.
