Because I've been trying to complete my NPCCD collection, I'm finding that I'm having to compete with collectors from China who really like Seasons stuff.. Some are newer collectors, resellers, etc.
They have access to our markets and collectors, but the reverse seems to be an enigma. Decks that get sold to China hardly ever come out of there with people outside having no access.
How can someone outside of China participate in the playing card market there? What apps/websites are being used?

Chinese playing cards trading is usually done with “咸鱼”(goofish) which is similar to ebay trading software. search usually needs to be in Chinese, because many people do not like to enter the English full name in the product description, playing cards need to be searched using "纸牌"。
There is also a list in the wechat group to find potential buyers, but this is generally not too high price playing cards.
As far as I know, some collectors do want to sell their collection internationally, because some of the playing cards are usual sold at a loss in China, such as JR, TWI. But for most people shipping is a hassle, and international transactions are not guaranteed.

People usually do private trades within the country, as you know the rare decks within China are usually transfers between friends, these are private and not public, a small number of decks appear on 'xianyu' which is a second hand site but often a lot of people stare on it, the most frequent trades are on weibo groups and some people organize online auctions. I hope this helps, although there will be collectors who wish to sell their collections globally, but express delivery are too expensive and lead to higher costs.

Tariffs were one of the central themes of his campaign, and were prominently mentioned in his inaugural speech. He has a majority rubber-stamp Congress in both houses. There's no reason to think that tariffs won't happen. Are you willing to put money on it? Because I am.
