Usually licensing restrictions. It's easy to get on ok for a small run, limited event/location in a small country, as opposed to a place like the US, international rights, etc.
Fantastic example is the British museum. $75 to license an image for a specific use, $1500 to start fo an international/public use.
Just scored three decks off eBay at $18.67 each - was a bidding auction - plenty of listings for the deck now but prices are from 50 to 125 a deck - just keep an eye out for an auction as they don’t seem to get much focus at the moment (I only had one competing bidder I think)

I am doing a bit of digging in Japan to see whats out there - jp.mercari has various - they ship worldwide - not sure what shipping cost is, but perhaps its not too bad or there is something else you want that makes it worthwhile
I managed to find a youtube video of this deck (in Japanese) and I have to say I was disappointed. All the face cards have T&J related cartoon characters on them but they're repeated across the suits, so the same image on the 5D as on 5H etc. The courts too, which are just headshots of tom, jerry and jerry's baby brother, are the same across suits.
I think it ends up feeling a lot less well done than the Japan-only Snoopy decks which have standard courts.
The Japan-only Snoopy decks are really quite awesome.
I've always felt that Tom and Jerry were second bananas to Bugs Bunny and other prime cartoon IP. So, the fact that the decks are slightly second-fiddle is somehow fitting to me.
I think there are (correct me if I'm wrong) three J-Snoopy bicycle decks with astronaut Snoopy being the easiest to get hold of. The maiden back with snoopy replacement is very cool imo, my idea of a good way to work a theme into a deck without completely reimagining the wheel.
The other two decks with the Charlie Brown zigzag on the back are stupid expensive but I'd love to own a pack of either. If only I'd gotten into cards a few years earlier...
I've also been looking for a good Looney Tunes deck for ages. There are lots of cheap ones with large one way pics on every card but not seen any two way ones done with a cool card back. Anyone know of one?
I think there are a few decent one way decks but I really want a properly designed deck. I know it's just wishful thinking. A Daffy Duck deck would be my ideal. But I guess Looney Tunes aren't the cultural icons they used to be, not even in Japan. Although you'd think Theory11 would at least put out a Space Jam 2 deck with six different tucks. Missed opportunity.
