The EPCC templates I used years ago have a card distribution of 6:9 or six rows of nine cards. A 54 card deck.
Are the companies that are offering 56 cards using a different card stock dimensions? Seven rows of eight? For a 56 card deck?
Perhaps there's diagrams of the card order for each company? I could have probably researched this more, but sometimes it's fun to just ask.

The ratio of rows to columns and the order the cards are cut into the plate are probably going to vary from shop to shop, depending on the card stock dimensions and that shop's workflow.
From what I could gather this time around:
Legends is currently printing a 54-card sheet, nine cards wide and six rows tall, right now at least The order of the cards starts at the top left corner and runs left to right all the way down. If you want extra cards over the 54, they are not part of the sheet.
EPCC had the same layout years ago, except they ran their cards left to right from the bottom left corner up... I haven't heard back from them yet.
I am still waiting for everyone to chime back with me. They are busy I am sure
