It's not strange at all. $15 is the price with US shipment included. Two decks shipped cost $26. So if you want to add 1 deck you just add the difference: $11. Unless you want to make money overcharging shipment.
As for the Collector's Edition handling, it has improved a lot from my previous decks. Not great but the best you've seen from me so far. Given the chance here, I want to say that I've found a formula that gives VERY good handling. I found it as I was experimenting during Ambassadors' varnishing and I can say that in my next self-produced deck handling will be quite a surprise!
The EPCC versus USPC story: USPC has fantastic handling while EPCC just a bit below (in my opinion). But the cutting of the decks is like playing dice with USPC (sometimes okay, sometimes... forget it) while EPCC has outstanding accuracy and for me as a designer this matters more.
