Several people in Asia have used a partner that is able to open a Kickstarter for them to make playing card decks. If this doesn't fund on IndieGoGo I would recommend considering that as an option. Indiegogo works like this: it takes your pledge monies at the time that you pledge right away and if the project does not get funded, the creator may or may not return the funds. So you might not get your money back and a few people here have been burnt by this in the past.
